Add first_bug flag or ticket_count value so I can request notification permissions, show different pages, etc
I'd like to know if it's a first bug so that:
1) I can request permission to send chat notification. (This seems like a very good time)
2) Show the bug report page if it is their first time to report a bug.
3) Show the bug reporting home page if the user has reported a bug before.
4) Remind them if notifications are turned off
5) Thank or reward them for reporting a bug.
Currently, as a developer, I don't know this first time status. A ticket_count would also work and perhaps give me even more functions.

If they reported a bug before to show them the Home screen (https://shakebugs.com/docs/flutter/shake-ui/home-screen/)? Thank you, Petra
