[Flutter SDK] Add Checking if User is Registered
When migrating to Shakebugs from other bug reporting system, some of the users might already signed-in to the app (no chance to trigger register user as logged-in has been done long time ago).
If it's possible to check if the user is registered before, it would be able to add logic to invoke SDK api if user hasn't registered.

@Xijing Gui You call Shake.registerUser on the first screen you app shows when user is already registered. The registration process will not be executed if user is already registered as we store that information locally.
